When hurricanes threaten Volusia County, the County's Emergency Operations Center receives many calls concerning Special Needs shelters.

Using the "Titanic" analogy, it is important to realize a Persons with Special Needs shelter (PSN) is a lifeboat not a cruise ship. Shelters can be noisy, congested and have few comforts. If at all possible plan to shelter at friends or relatives homes (outside the anticipated storm area) rather than a shelter. Shelters should be used as a last resort.

A person with special needs is defined as someone, who during periods of evacuation or emergency, requires sheltering assistance, due to physical impairment, mental impairment, cognitive impairment, sensory disabilities, visually or hearing impaired, or requires oxygen.

Persons with Special Needs Shelters (PSN):
  • The caregiver of a person with special needs should accompany and remain with them at the PSN shelter for the duration of the emergency event if this type of assistance normally is needed.
  • You must bring your own medications and medical supplies.
  • Bring your own bedding.
  • Provide your own food if you are on a special diet.
  • Patients requiring oxygen must bring their own supplies or arrange with their supplier to deliver oxygen to the shelter.

Water Purification Procedures:

Allow at least two gallons of water per person per day. Two purification methods are:
  • Boiling: Bring water to a rolling boil for 3 to 5 minutes. Let the water cool before drinking.
  • Disinfection: Add 16 drops of unscented household liquid bleach per gallon of water. Stir and let stand for 30 minutes. If the water does not have a slight bleach odor repeat the dosage and let stand another 15 minutes.
