When caring for more than five (5) children, a health permit to operate must be obtained. Application should also be made to the Florida Dept. of Children and Families as a private home facility or center by contacting that agency at 238-4688. The Volusia County Health Department is required to perform a plan review of the facility. This requires one (1) set of plans to be submitted which includes:

  • A plot plan showing property lines, wells, septic tanks, and physical location of all structures.
  • A floor plan of the proposed facility showing bathrooms, nursery area, kitchen and all other features.
  • A separate plan of the kitchen shall be provided if food preparation is desired.
  • Facilities serviced by a septic system and /or drinking water well will require separate approval of these systems by the Volusia County Health Department.

Plan Review Fees for New Child Care Centers
  • Facilities WITHOUT regular food service/snack only - $30
  • Facilities WITH food service - $65
Annual Permit Fees for all Child Care Centers
  • Facilities WITHOUT food service - please call for latest fees.
  • Facilities WITH food service - please call for latest fees.

Make checks payable to Volusia County Health Department and submit to the Environmental Health Office, Institutional section, 1845 Holsonback Dr., Daytona Beach, 32117

Payment should include ALL necessary paperwork (i.e.: floor plans, site plans, septic system waiver application form, etc.) should be submitted of the plan submission.

Plans for the facility will be reviewed within 10 working days of receipt of plans and you will be notified in writing of any further requirements.
